Teacher Incentive Allotment Overview

House Bill 3 (HB 3), passed by the 86th Texas Legislature in June of 2019, established a program, the Teacher Incentive Allotment (TIA), to provide funding to districts willing to develop local designation systems for identifying high-performing teachers. Employing designated teachers generates extra funding for districts to reward and retain top performers. TIA elevates the education profession by providing districts with systems and funding to recruit promising new teachers, retain their best teachers, and incentivize teachers to work in high-needs schools and difficult to staff positions. Through TIA, teachers in high needs areas have an accessible pathway to a six-figure salary.

This pathway to pay increases starts with a designation. Teachers earn designations through two different routes. First, National Board Certified (NBCT) teachers are eligible to earn a Recognized designation, and any certified teacher can work on NBCT. Second, districts may adopt a local designation system that rewards effective teachers based on the approved TIA application.  The multi-step approval process includes the submission of a system application to the Texas Education Agency (TEA) and then a data validation process through Texas Tech University. Through the local designation system based on student growth and teacher performance data, districts identify effective teachers and designate them on three different levels: Recognized, Exemplary, and Master. Each of these designations earns allotments for the teacher's campus and district. Designations remain valid for five years as long as the designated teacher remains in a student-facing role.

 

2025 TIA Updates

Eligible teaching assignments for the Fall 2024 (Cohort F) submission include:

  • Reading/Language Arts Teachers, grades 3 through 8
  • Mathematics Teachers, grades 3 through 8
  • Dyslexia and Reading Interventionists, grades 3 through 8
  • Special Education Inclusion Teachers for math or reading, grades 3 through 8

The district submitted data , which was validated by Texas Tech and TEA. Teachers who qualified for designations will be informed in March 2025. TEA will confirm eligibility requirements for designees by April 2025. In May, designated teachers will receive additional information about their allotment. The allotment will be paid to eligible designated teachers in August 2025.

Castleberry expanded the TIA eligible teaching assignments for the 2024-2025 (Cohort G) school year. In addition to the eligible assignments above, data is being captured for these teaching assignments too:

  • Reading/Language Arts and Mathematics Teachers, grade 2
  • Algebra I, Algebra II, and Geometry Teachers
  • Science Teachers, grades 5 and 8
  • Biology Teachers
  • English I and English II Teachers
  • Special Education Co-Teachers supporting the above content classes

The district will submit collected data for the 2024-2025 school year in fall 2025.

Expansions for the 2025-2026 school year include all the previous eligible teaching assignments with the addition of:

  • Teachers for Kindergarten and grade 1
  • 8th Grade Social Studies Teachers
  • U.S. History Teachers
  • Special Education Co-Teachers supporting the above content classes

The district will submit collected data for the 2025-2026 school year in fall 2026.

 

Cohort F Timeline

  • April 2021: CISD Local Designation System Development Begins (Year 1)
  • April 17, 2023: CISD Local Designation System Application Due to TEA
  • April 27, 2023- May 13, 2023: Window for teachers to complete the Texas Tech University (TTU) Survey (sent from [email protected] )
  • August 2023- June 2024: Data-Capture Year for CISD for eligible teachers in Cohort F
  • August 2023: CISD Local Designation System Development Begins (Year 2)
  • April 2024: CISD Local Designation System Expansion Application for Year 2 Due to TEA
  • October 2024: Data and Teacher Data and Teacher Designation recommendations due to Texas Tech University (TTU) (Year 1)
  • Late February 2025: Final Approval and Notification from TEA and TTU (Year 1)
  • April 2025: Final Designation and Allotment Notification (Year 1)
  • August 2025: Initial Payout from TEA of TIA funds (Year 1)

Cohort G

  • April 2024: CISD Local Designation System Expansion Application for Year 2 due to TEA
  • August 2024-June 2025: Data-Capture Year for CISD for eligible teachers in Cohort G
  • October 2025: Teacher Data and Teacher Designation recommendations due to Texas Tech University (TTU) (Year 2)
  • Late February 2026: Final Approval and Notification (validated data) from TEA and TTU (Year 2)
  • May 2026: Final Designation and Allotment Notification (Year 2)
  • August 2026: Payout of TIA funds
