Castleberry ISD 2025–2026 Compensation Plan Includes $4K and $8K House Bill 2 Increases for Teachers

The Castleberry ISD Board of Education has approved the 2025–2026 Employee Compensation Plan, reinforcing the district’s commitment to recruiting and retaining high-quality teachers and staff.

This year’s plan includes a number of enhancements, such as:

  • State-funded Teacher Retention Allotments through House Bill 2 for districts with fewer than 5,000 students

  • An expanded list of roles eligible for Teacher Incentive Allotment performance-based compensation

  • Competitive starting salaries

  • Perfect attendance incentives

  • Degree stipends

  • Longevity pay to reward years of service at Castleberry ISD

All of these components are stackable, providing employees with multiple ways to increase their earnings.

House Bill 2: Increased Base Salaries for Experienced Educators

As a result of House Bill 2, Castleberry ISD is increasing base salaries for experienced classroom teachers during the 2025–2026 school year. To ensure equity among instructional staff, the district will match these increases for teacher-librarians who follow the same pay scale.

The new base salaries include the Teacher Retention Allotment and apply as follows:

  • Teachers with 3 years of experience will earn a base salary of $66,992, reflecting a $4,000 step increase.

  • Teachers with 4 years of experience will earn slightly more at $66,992, also reflecting the $4,000 increase.

  • Teachers with 5 years of experience will see a significant step increase to $71,392, which includes the $8,000 step increase.

  • Teachers with more than 5 years of experience will also receive the $8,000 increase, with salaries continuing to rise incrementally for each year of service. For example, a teacher in Year 6 will earn $71,792, while a teacher in Year 10 will earn $73,392.

Updated Pay Structure for Registered Nurses

Beginning in the 2025–2026 school year, registered nurses (RNs) will no longer follow the district’s teacher and librarian salary schedule. Instead, RNs will be compensated under the Administrative/Professional Pay Plan, which aligns pay with a minimum, midpoint, and maximum range based on the assigned pay grade. This shift allows for greater flexibility and alignment with industry standards for healthcare professionals in educational settings.

Degree Stipends

To further reward professional growth, Castleberry ISD offers annual stipends to teachers and librarians who hold advanced degrees. These stipends are stackable. 

  • Master’s degree: $1,250

  • Doctoral degree (Ph.D. or Ed.D.): $1,500

Teacher Incentive Allotment Expansion

The district remains a participant in the Teacher Incentive Allotment (TIA) program, which offers performance-based compensation to eligible teachers, including those in special education and inclusion teaching roles.

Top potential annual payouts include:

  • Recognized: up to $7,436

  • Exemplary: up to $14,872

  • Master: up to $26,786

Payout amounts are determined by both individual teacher designation and the campus's TIA eligibility status as defined by the Texas Education Agency.

New for 2025–2026, the following roles have been added to TIA eligibility:

  • Kindergarten and grade 1 teachers

  • Eighth-grade social studies teachers

  • U.S. history teachers

  • Special education co-teachers supporting these content areas

The district will submit data collected during the 2025–2026 school year to the Texas Education Agency in fall 2026 for designation review.

Perfect Attendance Incentive Pay

Classroom teachers and instructional aides who require a substitute when absent are eligible to earn up to $1,500 annually through six-week perfect attendance stipends. Eligibility resets each six weeks, and the payout increases in value over the course of the school year.

All other employees who maintain perfect attendance for the entire school year will receive an additional $450.

Longevity Pay

Castleberry ISD shows its appreciation for employees who remain committed to the district through tiered longevity pay. Employees who complete three consecutive years or more of service receive an annual December payment ranging from $500 to $2,250, based on their total years with the district. Those with 10 or more years of service receive an additional annual payment in August, also ranging from $750 to $2,250.
