Approved the Board Minutes from the April 6, 2026, Regular Meeting.

Approved the Castleberry ISD library books to be purchased or donated for the month of April. The library books were posted on the district website.

Approved the Partnership and Memorandum of Understanding (MOU) between Tarrant To & Through (T3) and Castleberry ISD.

Approved the Master Interlocal Agreement with Region XI Education Service Center for the 2026–2027 school year. These services included Comprehensive Services, HR Resources, Instructional Services, OnData Suite, Library Services, PEIMS, and Technology Services.

Approved the Skyward annual license fee for the 2026–2027 fiscal year. The fee covered software services for Student Records, Family Access, PEIMS, Finance, Talent Acquisition, and other programs.

Approved the 2026–2027 Property & Casualty Insurance Contract provided by TASB Risk Management Fund (RMF).

Approved the Canine Team Contract with Interquest Detection Canines in the amount of $5,070.00 for the 2026–2027 school year. The contract covered thirteen half-day visits to the district.

Approved the contract extension with Superior Pediatrics Contractors for psychological services related to special education for the 2026–2027 school year.

Approved the 2026–2027 copier contract with ImageNet. ImageNet was determined to provide the best overall value to the district by delivering premium Canon copiers at a lower total cost than the current Kyocera contract while meeting all performance and service requirements.

Approved the purchase for roof replacement at Castleberry High School, awarded to LBK Roofing, in the amount of $1,551,189.92.

Approved the Castleberry High School Phase 2 furniture bid awarded to Interior Resource Group in the amount of $905,421.09. The evaluation process was conducted in accordance with applicable state purchasing laws and TASB purchasing guidelines, and the proposal submitted by Interior Resource Group was determined to meet the district’s needs and provide the best value to the district.

Approved the Request for Qualifications (RFQ) and award of the Energy Savings Performance Project to Centrix Energy Partners LLC
through the TIPS Purchasing Cooperative. -
Approved the District Energy Savings Performance Contract with Centrix Energy Partners LLC in the total amount of $4,997,000. The recommendation was based on the vendor’s proven experience, technical capabilities, project methodology, and overall capacity to meet the District’s goals related to LED retrofits, HVAC replacement, building automation system controls, and roof repairs and replacements.

Approved the Resolution Authorizing the Issuance, Sale, and Delivery of Castleberry Independent School District Maintenance Tax Notes, Series 2026, and approved other matters incident and related thereto.

Approved the contract renewals for teachers, librarians, nurses, and other professionals.

Approved the 2026–2027 professional new hire contracts for teachers, librarians, nurses, and other professionals for the 2026–2027 school year as of May 4, 2026.

Kathryn Walker, Director of Talent Acquisition and Development, shared the draft of the proposed compensation plan.

Kathryn Walker, Director of Talent Acquisition and Development, provided updates on the Strategic Compensation Plan. This initiative allowed teachers to earn raises at rates comparable to those in other professional industries, moving away from traditional, slower pay scales. Castleberry became one of more than 50 Texas school districts to overhaul its human capital structure in order to financially reward measurable student achievement.

William Wooten, Chief Financial Officer, presented Budget Work Session IV. The session focused on the key components of the budget development process, including revenue estimates, expenditure planning, and compensation priorities for the 2026–2027 school year.

Cameron Hollomon, Bond Program Manager, presented a construction update on the 2024 Castleberry High School Bond Program.

Renee Smith-Faulkner, Superintendent of Schools, and Derrick York of WRA Architects, Inc., presented Phase 3 of the 2024 Bond Program, encompassing the remodeling plans for the remaining areas of Castleberry High School.

William Wooten, Chief Financial Officer, provided the first-quarter investment report as of March 31, 2026. The report outlined the district’s investments for the period from January 1, 2026, through March 31, 2026.

William Wooten, Chief Financial Officer, provided the Tarrant County tax collection report as of March 31, 2026. The report reflected the amount of taxes, penalties, interest, and delinquent taxes collected for the month and year-to-date, as well as the percentage of the total levy collected.

Sal Limas, Principal of the Alternative Learning Center, provided the TRUCE Annual Report, which included successes, improvements, and solutions for the 2025–2026 school year.

Tony Provencio, Chief of Police, provided the state-required CISD Police Department Racial Profiling Report with data on all traffic and pedestrian stops. The data included the date, violation, citation or arrest information, race, gender, and whether a search was conducted.
