February 9, 2026 | Board of Education Meeting Notes

Campus Recognition

A.V. Cato Elementary students recognized staff members who are en route to Destination Success. Honorees included 5th Grade Teacher Kara Lopez; Paraeducator Ms. Sanders; and Care Team members Mrs. York and Mrs. Gradel, along with “Tiki” the therapy dog, who all play vital roles in the success of A.V. Cato Elementary School.

Additionally, the 2026 District Science Fair Winners were recognized: Gabriella R., District Grand Champion; Luciano T., 4th Grade; and Ana O., 5th Grade, as 1st Place winners, with Nova G., 4th Grade, and Carlos V., 5th Grade, earning 2nd Place honors. The recognition ceremony concluded with a special music performance by Layla and Nora B., who delighted the audience with “What Is This Feeling” from Wicked.


Board Actions

  • Approved the Board Minutes from January 12, 2026, for a Special / Regular Meeting, and January 20, 2026, for a Special Meeting.
  • Approved the Castleberry ISD Library books to be purchased.
  • Approved the A.V. Cato Elementary, Castleberry Elementary, and Irma Marsh Middle School Campus Targeted Improvement Plans.
  • Approved the Academic Planning Guides for the 2026–2027 school year.
  • Approved the School Psychologist contract to exceed $50,000.
  • Approved the Mindsphere Technology Group, CPA firm, possibly exceeding $50,000.
  • Approved the Additional Day School Year (ADSY) and Missed Day Waiver Request for Wednesday, January 28, 2026.
  • Approved the Resolution Regarding continued Wage Payments during Emergency School Closings (No Premium Payment) due to inclement weather.
  • Approved the 2026-2027 school year calendar, as developed by the District Education Improvement Committee (DEIC) and received the majority of votes by staff and parents.

  • Approved the 2026-2027 Professional Contract Renewals for one year and an employee agreement for the Superintendent’s Cabinet members.
  • Approved the Resolution that the school not Adopt a Policy to provide a period of prayer and reading of the Bible or other religious text, as made optional by Education Code 25.0823.
  • Approved the Adoption of Instructional Materials for K–5 Math, K–5 RLA, along with Algebra II, Geometry, and Pre-Calculus.
  • Approved the Superintendent’s Contract.

Presentations to the Board

  • District leadership staff provided a progress monitoring update on the District Improvement Plan.
  • Christi Patton, Executive Director of Special Programs, presented an update on the 2025-2026 District Improvement Plan focused on the Special Education priority.
  • Whitney Harper, Lead Elementary Coordinator, and Scott Hutchings, Lead Secondary Coordinator, shared recommendations from Instructional Materials Adoption Committees for the 2026-2027 school year.
  • William Wooten, Chief Financial Officer, presented Budget Work Session I: School Finance. Budget Session I focused on the basic components of the school finance budget development process, including revenue projections, taxable assessed values, and the shared partnership with the state funding formula.
  • William Wooten, Chief Financial Officer, provided a Finance Monthly Update. This report offers a point-in-time view of district finances, ensuring transparency in revenue generation and expenditure alignment with budget projections.
  • Cameron Hollomon, Bond Program Manager, presented the Castleberry High School Bond Program Construction Update, which included progress on the 2024 Bond Early Package and Bond Phase 1 Package.
  • Zach Christensen, General Manager of Centrix, presented an Update District Infrastructure for the Purpose of Decreasing Long-Term Operational Costs.

Reports to the Board

  • The District Improvement Plan Quarterly Update was provided for review.
  • Kathryn Walker, Director of Talent Acquisition and Development, provided an update to Spring Recruiting and the 2026 Job Fair schedule.
  • Elementary and Secondary Science Reports included program successes, improvement opportunities, and action items.
  • William Wooten, Chief Financial Officer, provided the Monthly Expenditure Report that included all checks written for the month of January 2026.
  • William Wooten, Chief Financial Officer, provided the Quarterly Investment Report, Board Budget Report, and the Tarrant County Tax Collection Report.
  • William Wooten, Chief Financial Officer, provided the First Quarter Investment Report as of December 31, 2025. This report outlines the district’s investment for the period from October 1, 2025, to December 31, 2025.
  • Heather Mayfield, MIS Coordinator, provided the 2025-2026 Fall PEIMS Submission Report that was submitted to TEA in January 2026.
  • Didi Pierce, Director of Athletics, provided an Athletics Program Update, which included program successes, areas for improvement, and action items for boys and girls basketball and powerlifting programs.
